The second term of the energy assessment is the use of fixed asset investment projects to the scientific, rational analysis and assessment, proposed to increase energy efficiency, reduce energy consumption policies and measures, provide a scientific basis for the project decision-making.

The third city in fixed assets investment approval, approval or filing within the purview of the following conditions should be energy-saving project evaluation and review:

(A) the building area of ??20,000 square meters (inclusive) of public construction projects;

(B) the building area of ??200,000 square meters (inclusive) of residential building projects;

(C) other annual energy consumption of 2000 tons of standard coal or more (inclusive) of the project.

Article 4 is within the scope of energy-saving assessments of fixed asset investment projects, the construction unit should prepare a separate fixed asset investment projects saving special articles.

Energy should include the following special articles:

(A) project overview;

(B) the project site energy supply conditions;

(C) the rational use of energy saving design standards and specifications;

(D) energy project type, quantity and distribution of energy use;

(E) energy-saving measures and effect analysis of the project.

The preparation of the cost of energy-saving special articles may refer to the relevant national regulations and standards and Beijing from fixed asset investment projects up-front costs incurred.

Article assess where a range of energy-saving investments in fixed assets, project construction unit should declare the project feasibility study report for approval to apply for project approval before filing an application or project energy review, according to project approval authority to submit to the energy sector development and reform special articles.

Development and reform departments of state and local standards for rational energy use and energy saving design specifications, and reference to assessment of special articles made of energy-saving projects approved or not approved by the energy review comments.

Construction administrative departments in the construction of final acceptance, the construction unit should be examined whether the report submitted by the completion and acceptance, including acceptance of a special energy-saving record.

Article 13 The municipal, district (county) administrative departments shall organize energy investment in fixed assets projects for energy-saving measures and energy consumption indicators to monitor the implementation of energy-saving.

Article XIV energy project construction units in the project evaluation process violations by the authorities in accordance with law, regulations and rules relevant provisions of the legal liability.
